DCF re-evaluated its entire system following the case of 2-year-old Courtney Clark, who was taken from a foster home in the Sarasota area in 2007.
She was missing for months and eventually found unharmed, but living in horrible conditions in Wisconsin. That case prompted DCF to hire several regional coordinators, all former law enforcement offices
